Description : The Department for Culture, Media & Sport and the Department for Business, Enterprise & Regulatory Reform are jointly responsible for digital switchover, the programme to convert over 1,100 tv transmitters to ditigal and switch off analogue signals by 2012. The Departments have passed to the BBC responsibility for funding the public information campaign and delivering the help scheme, and set aside £803 million of licence fee money to pay for these activities. The BBC is accountable to the BBC Trust for the value for money with which it uses the licence fee, not the Departments. Therefore the Departments have no means of holding the BBC to account for this use of licence fee money. To data, take-up of the help scheme has been significantly lower than the Departments expected. If help scheme take-up rates experienced in Copeland, the first area to switch, were replicated across the country, there would be a £250 million surplus in the licence fee settlement. The Departments have not decided how any surplus would be handled and it is felt generally that the Departments have not taken effective action to protection consumer interests.

Description : This report responds to the current crisis in public service broadcasting, particularly in the advertiser-funded television sector. This has been caused by three factors: (1) the move from analogue to digital broadcasting means that established forms of support are losing value; (2) viewers are increasingly taking advantage of technological developments that provide alternatives to conventional broadcasting, such as the internet and the many commercial channels; (3) the speed and severity of the current economic recession. The Committee believes that the commercially-funded public broadcasters - ITV, Channel Four, Five and BSkyB - should continue to provide an alternative to the BBC, which should not become an even more dominant provider of public service programming. Market forces will not resolve the crisis and intervention is justified to ensure sufficient public service provision that the market will nor provide free for the public. There is a need for financial clarity on the financial position of all the public service broadcasters, and Channel Four's position should be independently reviewed. A partnership between Channel 4 and BBC Worldwide, rather than a full merger, would be a quicker means of making extra resources available to Channel 4. The BBC's other partnership proposals are welcomed. An element of contestable funding should be introduced, such funding to come from: (a) the underspend on the digital switchover; (b) continuance of funding from the licence fee after 2012 when the switchover programme ends; (c) the use of at least part of analogue spectrum revenue after 2012. Ultimately, part of the licence fee could be used to support public service content provision outside the BBC.

Description : Since the time when interactive television emerged as a medium for the home environment,ithasbeenpermanentlyevolving.Changingrequirementsanduser behavior, e.g., the demand for being mobile and have access to information and entertainmentanywhereandanytime,arechallenginginteractiveTV.Newkinds of interactive services have to be conceived for the increasing mobile, ubiquitous requirements of the di?erent user groups. In these changing environments, a better understanding of emerging contexts and their implications is essential. This gave birth to the idea for the theme of the EuroITV 2008 Conference: “Changing Television Environments.” EuroITV 2008, the 6th edition of the - ropean Conference on Interactive Television, was organized and hosted by the HCI and Usability Unit, ICT&S Center, University of Salzburg, Austria. The EuroITV Conference Series started at Brighton University in 2003 and 2004. It was followed by Aalborg University in 2005, Athens University of Economics and Business in 2006 and by CWI (Centrum Voor Wiskunde en Informatica) in Amsterdam 2007. We would like to thank all former Chairs for making this greatconference series happen andfor providing us with the opportunity to host EuroITV 2008.

Description : The Committee decided to examine the local media landscape in the UK as it was very much aware of the challenges facing local and regional newspapers, including the impact of the recession and structural changes within the industry, which have resulted in a significant downturn in advertising revenues, a growing number of job cuts and newspaper title closures. These pressures have also had a serious impact on local commercial radio stations and regional television. Traditional media platforms also face the reality of changing consumer behaviour with people increasingly using the internet as their source of information. The report examines the following issues: the impact on local media of recent and future developments in digital convergence, media technology and changing consumer behaviour; the impact of newspaper closures on independent local journalism and access to local information; how to fund quality local journalism; the appropriateness and effectiveness of print and electronic publishing initiatives undertaken directly by public sector bodies at the local level; the role and effects of search engines and online content aggregators on local media; the future of local radio and television news; the desirability of changes to the regulatory framework for print and electronic local media, including cross-media ownership and merger regulations; the opportunities and implications of BBC partnerships with local media; the extent of plurality required in local media markets; incentives for investment in local content; opportunities for 'hyper-local' media services.
